French painter Louis-Léopold Boilly on Wikipedia. The wikipedia article is pretty much empty though, so here’s another link with a short biography.
More paintings after the cut.
Edit: Updated this post with more paintings and better quality pictures.
The improvised concert, or The price of harmony, 1790.
The sorrows of love, 1790.
Those who inspire love extinguish it, or The philosopher, 1790.
Woman showing her portrait, ca. 1790.
Couple with an escaped bird.
The joy of motherhood, 1796. This painting was posted in a Livejournal community as being by Van Gorp, but I think there’s a possibility it might actually be by Boilly or at least be a copy of his work.

do you have any info on the men’s coat in the Self portrait Louis-Léopold Boilly. I have been looking for a pattern or just more info on it but I’m finding very litter.

I have no idea about patterns but it’s a late 1790s regency style. Just look around in costume books and fashion plates and I’m sure you will find some very similar ones. I just picked up the book closest to me (Costume and Fashion by James Laver) and there’s a full length picture of a coat of the same sort on page 151.
